Neil Okninski

Neil Okninski joined Local Partnerships in September 2013, having previously spent over 15 years advising on PFI/PPP transactions at Grant Thornton. 

His time in financial advisory was spent predominantly working for local authority clients in the schools, social housing and emergency services sectors. Neil also spent time on secondment at the Defence Logistics Organisation (DLO, now DE&S) and in the Middle East, developing business plans for the Qatar Foundation. 

 More recently, at Local Partnerships, Neil spent several years working closely with Welsh Government on its Welsh Government Energy Services programme and, more latterly, as Finance Lead on Mutual Investment Model (MIM) schools delivered as part of its Sustainable Communities for Learning (SCfL) programme. 

Prior to this, Neil led the Local Partnerships team delivering Home Office Operational PFI project reviews.
