Public-Private Partnership Center of the Philippines


The Public-Private Partnership (PPP) Center of the Philippines is being nominated for the Public Sector Promoter of the Year at the 2025 Partnership Awards, in recognition of its pivotal role in shepherding the Ninoy Aquino International Airport (NAIA) PPP Project. Its active promotion and support of the project resulted in one of the fastest PPP initiatives in the Philippines. It is among the country’s largest and most transformative infrastructure developments. The project addresses the urgent need to modernize NAIA, which serves over 45 million passengers annually and remains one of the region’s most congested airports.

As the lead agency for the Philippine government’s PPP program, the PPP Center played a key role in preparing, promoting, procuring, and implementing this landmark project, with technical support from the Asian Development Bank.

In collaboration with the Department of Transportation and the Manila International Airport Authority, as grantors, the PPP Center ensured a competitive and transparent bidding process, attracting strong international and local investor interests. Eight entities procured bid documents, with four qualified bidders participating, demonstrating high market confidence. The project was ultimately awarded to New NAIA Infra Corporation after it committed an 82.16% gross revenue share for the government, a highly favorable outcome for the public sector.

Through innovative financial structuring, rigorous project review, and seamless inter-agency coordination, the PPP Center ensured that the project aligned with international best practices and national development goals. It stands as a testament to the PPP Center’s commitment to advancing sustainable infrastructure and promoting PPP excellence.
