The Kokshetau Hospital PPP involves the design, construction, and maintenance of a 630-bed multidisciplinary hospital in Kokshetau, Kazakhstan, under a 7-year availability payment-based public-private partnership (PPP) contract. Renell Kokshetau LLP, a special purpose company owned by Ronesans Saglik Yatirim A.S, leads the project as a private partner, while the Ministry of Healthcare of Kazakhstan acts as the grantor.Financing and Project Cost:
EBRD acted as the lead arranger for debt financing of EUR 365 million, co-arranging senior debt with AIIB.
DEG, ICD, Proparco, and DBK provided parallel loans, bringing the total project cost to an estimated EUR 456 million.
Key Project Highlights:
First Internationally Funded Social Infrastructure Facility Management PPP in Central Asia and Kazakhstan: This project marks a significant milestone as it is the first internationally funded social infrastructure facility management PPP in the region and the first under Kazakhstan’s Law on PPPs.
Innovative Technology and Private Sector Participation: The project serves as a benchmark for private sector involvement in Kazakhstan’s public infrastructure, facilitating technology transfer and enhancing public-sector capacity in managing PPP contracts.
Support for Kazakhstan’s Healthcare Modernisation Programme: This project directly supports Kazakhstan’s healthcare modernization program, which aims to upgrade aging healthcare facilities and provide advanced care to the country’s population.
Targeted Beneficiaries: The hospital is expected to directly benefit 730,000 residents, providing them access to a state-of-the-art medical facility with advanced care capabilities.
Sustainable Construction and Innovation:
Hospital Information Management System (HIMS): The facility will feature a cutting-edge HIMS, advancing the digitalisation of Kazakhstan’s healthcare infrastructure. Sustainability Goals: In line with sustainable construction practices, the hospital aims to achieve LEED “Silver” green-building certification and EDGE certification for water and energy efficiency.
This project sets a new benchmark for healthcare infrastructure in Kazakhstan and the wider region, paving the way for future PPP developments in the healthcare sector. It reflects Kazakhstan’s growing commitment to improving healthcare facilities through private sector partnerships and innovative technologies.
