WEPCo

The Welsh Education Partnership Company (WEPCo) was established in 2020 to deliver £500m (capital equivalent) of educational facilities across Wales over 10 years, with the option for a 5-year extension. A joint venture between the Development Bank of Wales (on behalf of the Welsh Government) and Meridiam, WEPCo is responsible for the design, construction, financing, operation, and maintenance of education infrastructure for 25 years.

In 2022, WEPCo reached Financial Close (FC) on its first two projects. These projects began construction in early 2023, with two of the four buildings now operational. The early projects provided valuable lessons, which are being incorporated into the WEPCo programme to drive continuous improvement.

A key focus for WEPCo is to provide long-lasting benefits to the local communities where we work. Following the FC of our first two projects, WEPCo has gone on to establish the WEPAcademi and, through our delivery partner Morgan Sindall Construction, the Knowledge Quad. Both of these initiatives are designed to drive sustainable social value in the local community.

WEPCo is passionate about leaving long-lasting positive legacy in relation to Public/Private Partnerships. Through the delivery of exemplar education infrastructure with long-lasting community benefits, WEPCo is a true champion of partnerships. A recent two-day site tour and lessons learned workshop with the Uzbekistan Government demonstrates this commitment to supporting others in developing their own PPP model, which will provide similar benefits that MIM is already providing in Wales.
